TAPPER: The -- one of the concessions that got made is that -- and you heard Chip Roy just acknowledge this -- is that the deal will cap domestic spending 2022 levels for fiscal year 2024, which would result in tens of billions of dollars not going to the Pentagon, not going for defense. Are you OK with that.
